June 26, 1935 By virtue of and pursuant to the authority vested in me by the' Emergency Relief Appropriation Act of. 1935, approved April 8, 1935 (Public Resolution No. 11, 74th Congress), I hereby establish the National Youth Administration, to be within the Works Progress Administration established under Executive Order No. 7034 of May 6, 1935. There shall be a National Advisory Committee and an Executive Committee for the National Youth Administration. The members of said National Advisory Committee shall be representatives of labor, business, agriculture, education, and youth, to be appointed by the President .... The National Youth Administration shall be under the general supervision of the Administrator of the Works Progress Administration and under the immediate supervision of an Executive Director. I hereby appoint Aubrey W. Williams as Executive Director thereof to serve without additional compensation. The said Executive Director shall also be a member of the Advisory Committee on Allotments, established under said Executive Order No. 7034 of May 6, 1935. Enrolled in the Kapit Bisig Laban sa Kahirapan (KALAHI) program of the administration, it is NYC's contribution to the poverty alleviation program of the government. NYC arranges for other government agencies and private companies to hire out-of-school, unemployed youth as interns who receive a monthly stipend that is 75% of the minimum wage. ABOUT NYC NYC Mandate The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism and nationalism; and encourage their involvement in public and civic affairs. - 1987 Philippine Constitution The Law Behind the Creation of NYC: Republic Act 8044 (Youth in Nation-Building Act) The National Youth Commission was established by virtue of Republic Act 8044, or the Youth in Nation-Building Act, which was enacted in 1995. Lady Bird Johnson Home Movies, Home Movie 9, Footage of Austin in 1943. This is a silent film with retrospective narration by Mrs. Johnson. The first part of the movie features various views of the campus at the University of Texas. We see the Main Building and UT Tower, B Hall, and the old Home Economics Building (now Mary E. Gearing Hall). Cut to the statues of Jefferson Davis, Albert Sidney Johnston, Governor Hogg and details of the Littlefield Fountain. The Texas Flag waves in the breeze, as does the United States Flag. The camera lingers for a moment on the UT Tower glowing orange in the night. Cut to the Texas State Capitol building, then the Chisolm Trail plaque and the Texas Memorial Museum. Cut to various Austin scenes: Mr. EH Perry and the Austin Housing Authority houses and office (Perry helped start the AHA). We see a sunset over Mount Bonnell.
